Through the ReSurfaced program, City Collaborative and partners will transform a currently underutilized three-quarter acre lot in the Phoenix Hill Neighborhood, for a minimum of 18 months, into a community activation space that fosters civic engagement and entrepreneurialism.

ReSurfaced will start as a prototype this Summer from June 2nd - 11th. It will then evolve into a longer event in the Fall, and then continue its activation through Spring and Fall of 2017.

The underlying idea is to create a space where people from around the community can come to engage, collaborate, create, and celebrate.

 

Building Community & Connecting Neighborhoods

The ReSurfaced: The Liberty Build site presents an opportunity to experiment with a location that is surrounded by walkable residential neighborhoods and the vibrant adjacent commercial corridor of Nulu along East Market. The centrally located site in Phoenix Hill is a short distance from the neighborhoods of Butchertown, Smoketown, Irish Hill, Original Highlands and Paristown Pointe as well as Louisville’s Central Business District, Medical District and the Nucleus Life Sciences Research Park. Waterfront Park and the Big Four Bridge with direct pedestrian access to Southern Indiana is also nearby. 

This proximity offers the potential to engage with nearby residents and business owners to focus on issues and opportunities, and gather ideas and support as an active hub for the surrounding neighborhoods. The intent being that ReSurfaced: The Liberty Build will serve as a model for other site activations throughout the community.

Unlike previous ReSurfaced locations that featured structurally interesting historic backdrops or beautiful vistas of the Ohio River and Downtown, this new site is much more endemic of the vast number of blank and uninspiring surface lots and underutilized spaces throughout Louisville. By producing a space that has the potential to become a neighborhood asset and a place that fosters civic innovation, we hope ReSurfaced: The Liberty Build serves as a launching point for citizen efforts to improve our entire community.


OUR APPROACH:

  • Utilize creative placemaking to build a unique shared workspace for civic-minded individuals
    and organizations to develop skills, ideas, and businesses that transform our city

  • Integrate a social gathering space that facilitates community gatherings that celebrates
    and showcases innovation and collaboration

  • Offer a place where spontaneous interactions and diversity thrive

  • Prototype urban soccer field for 5-A-Side Soccer

  • Provide a mix of uses through shipping container offices, studios, and retail spaces
    around a community social space

  • Develop assets for the surrounding neighborhoods and residents

  • Employ a phased approach to building out the site


The June activation will be a prototype for the longer activation. The current concept is meant to test how the space works and input through community engagement during the June event will help inform not only the configuration of the space, but what types of amenities such as potential office spaces, studio, or shops should be considered.

Phase One:

The initial dates of pre-programmed activation are June 2nd - June 11th, Thursdays through Saturdays.

Phase two:

Fall activation: Thursdays - Saturdays

A new component we will begin working on in June will be the development of a 5-A-Side soccer field, an urban soccer prototype for Louisville, popular in Europe and growing in popularity in the U.S. The completion date will be for the Fall ReSurfaced event. This fast-paced, high-scoring version of soccer is played on a smaller field (90 ft x 60 ft) which allows for shorter engaging and accessible games. We will be working with local soccer groups and organizations, including youth activities and our international community, to offer our Louisvillians a chance to check out 5-A-Side with the hopes of having this great version of soccer expand into spaces throughout the city.


In line with City Collaborative’s efforts to provide a space for experimentation, the restaurant container will be designed to offer opportunities for local chefs and restaurateurs to test new ideas and approaches. This space allows Louisville’s nationally recognized locavore food culture and growing craft beer and distilling scenes to have a dynamic new outlet.
